What a NADRA divorce certificate records

The NADRA Divorce Registration Certificate is based on the Union Council record. The Council first confirms that the divorce has taken effect. NADRA's certificate records the registered outcome, while the pronouncement or court decree remains a separate document.

A talaq nama, often prepared on stamp paper, records the pronouncement. Registration requires more. Under the Muslim Family Laws Ordinance 1961, the husband sends written notice to the Union Council Chairman and a copy to the wife. The statutory period starts when the Chairman receives the notice.

Step by step after talaq

After pronouncing talaq, the husband must give written notice to the Union Council Chairman as soon as may be and send a copy to the wife. The statutory timeline follows the Council process, so keep the notice and proof of delivery.

  1. Give written notice to the Chairman of the relevant Union Council and provide a copy to the wife.
  2. The Chairman constitutes an Arbitration Council within 30 days of receiving the notice to attempt reconciliation.
  3. Unless revoked earlier, talaq takes effect on expiry of 90 days from the day the notice is delivered to the Chairman. If the wife is pregnant, effectiveness waits until the later of those 90 days or the end of pregnancy.
  4. After effectiveness, obtain the Union Council certificate confirming the divorce has become effective.
  5. Apply for the computerised NADRA Divorce Registration Certificate through the current service route.

After khula, mubarat or talaq-e-tafweez

The process depends on the type of dissolution. The Family Court sends a khula decree to the Union Council. Mubarat and a wife exercising a delegated right of divorce follow the Council's notice procedure under section 8 of the Muslim Family Laws Ordinance 1961.

For khula, the wife applies to the Family Court. If reconciliation before trial fails, section 10(4) of the West Pakistan Family Courts Act 1964 provides for a decree. The court may require her to restore dower or benefits received. The Act as amended in Punjab sets the extent. The decree then goes to the Union Council for its certificate, followed by NADRA registration.

Mubarat is a mutual dissolution recorded and notified through the Union Council. The Dissolution of Muslim Marriages Act 1939 does not list it as a ground, and a court does not grant mubarat under that Act. Where to apply in Lahore, and the Pak-ID app

In Punjab, the relevant Union Council, an e-Khidmat Markaz or a NADRA centre can tell you which route currently accepts applications. Jurisdiction usually rests with the Union Council where the wife lived at the time. Confirm this with the Council. Before travelling in Lahore, check which office holds the file and whether its secretary needs the notice or decree. A NADRA centre may not have the underlying record.

ARY News reported on 21 January 2026 that the Pak-ID app accepted applications from people who already had a manual certificate from the Union Council or Arbitration Council. At that time the service covered all districts of Punjab, selected districts of Sindh and Quetta, with expansion under way.

The report said provincial rules set the fee and applicants download the certificate inside the app. Check the app's current coverage and instructions before relying on it.

Common problems (and fixes)

A file may stall because notice never reached the Chairman, the wife's address was wrong, an old talaq was never registered, or spellings differ between the nikah nama and CNICs. Ask the office holding the record what it needs to check.

  • If notice was never sent, ask the Union Council whether it has a notice or file. If it has neither, get advice on what to do next. The talaq nama cannot replace notice.
  • If the wife's address is wrong, explain the discrepancy and ask the Union Council what correction or evidence it needs.
  • If an old talaq was never registered, ask the relevant Union Council how it handles an earlier dissolution missing from its record.
  • If a name differs from the CNIC, compare the nikah nama, Union Council papers and identity documents. Ask which record needs correcting.
  • If you need the certificate urgently for a new nikah, tell the counter about the deadline. A talaq takes effect only when 90 days from delivery of the notice have run (later if the wife is pregnant), so start early.
